Our Adult Protective Services Program (APS) strives to support individuals to live their lives to their fullest potential, reflecting their values and choices. The APS Program provides case management support and guidance to adults with a developmental disability who are living on their own in the community so they can live as independently, safely, and securely as possible. Our Adult Protective Service Workers (APSW) work directly with participating* individuals to help them access community-based services and supports that increase independence, employment, volunteer and recreational opportunities, and inclusion in the community.
*Participation in APS is voluntary and the individual directs and determines which support they require.
Who is eligible?
To be eligible for the APS Program, individuals must be deemed eligible by Developmental Services Ontario (DSO) and be:
18 years or older with a developmental disability
Currently living in Peterborough, City of Kawartha Lakes, Northumberland, or Haliburton
Living independently, or moving towards independence in a community setting without significant social support.

Meet Robert
Hi, I’m Robert. As a younger man I lived at home with my family and was very successful as a volunteer fundraiser and Special Olympian. I won a Community Betterment award for the City of Peterborough for my volunteer fundraising for Kairos non-profit housing. I also won many medals for cross country skiing with the Special Olympics including Gold at the national level in PEI.
Over the past several year have been having a hard time. I wanted to live in my own apartment but it didn’t work out. I was lonesome and couldn’t keep up with the cooking, laundry and cleaning. The worst part was some bad people kept taking advantage of me. They beat me up, hurt my cat Tigger, stole my property and used my apartment to do drugs. They said they were my friends but they weren’t. I was scared all the time. Because of their drug behaviour I was evicted and ended up in a men’s shelter.
APSW Shawn started supporting me and telling me I was a good man. He said he would help me find a safe place to live. He found a group home in Port Hope and I moved there in April 2023. I am happy, have my own room, like the staff and the other 4 people who live with me. One of them is “just like a brother to me“.

APS Housing Initiative
The APS Housing Initiative program provides support to build capacity, increase independence and support individuals with preparing to live independently when they are able to acquire suitable housing*.
The APS Housing Initiative is a voluntary program that is offered to each eligible individual for up to one year. The APSW works alongside the individual and family to enhance readiness skills for independence through shared resources and information. The program works with community partners and community resources to provide opportunities for individuals to participate in skill-building activities and workshops.
* Please note that due to a province-wide shortage in housing, there is no guarantee that housing will be secured during participation in this program.
Who is eligible?
To be eligible for the APS Housing Initiative, individuals must be deemed eligible by Developmental Services Ontario (DSO) and be:
18 years or older with a developmental disability
Currently living in Peterborough, City of Kawartha Lakes, Northumberland or Haliburton
Living with aging caregivers with a desire to live independently in the community.
